Raymond Poincaré was born in 1860 in Bar-le-Duc, France. Raymond Poincaré was a French statesman. He is the 10th president of the French Republic on 18 February 1913au February 18, 1920. Minister on several occasions, president of the Council of ministers and then president of the Republic from 1913 to 1920, Raymond Poincaré was one of the greatest political figures of the Third Republic. It was also one of the central characters of the First world War, a conflict during which he called 'Tiger', Georges Clemenceau, to the presidency of the Council, in 1917. His mandate as head of State will of course be marked by the First world War, during which he is the artisan of the Sacred Union political and social, alongside Rene Viviani, Aristide Briand and Georges Clemenceau. With Briand and Clemenceau, and against Jaurès and the SFIO, he upholds the law of the three years, passed in July 1913. Its role in the outbreak of the war is controversial : it would have been pressed to the firmness of Russia during an official visit from 13 to 23 July 1914 in Russia, to strengthen the alliances two weeks after the bombing of Sarajevo. On 4 August, his message is communicated to the Chambers by Viviani : France will be heroically defended by all its sons, of which nothing will break in front of the enemy, the sacred Union, and today are fraternally assembled in one and the same indignation against the aggressor, and in a patriotic creed ". He does not hesitate, sometimes at the peril of his life, to come to the front (mainly in the Meuse and the Somme) in order to judge the morale of the troops and displaced populations. He visited several times the part of Alsace returned to French as early as 7 August 1914 : at the Neck of the camping schlucht, to Thann, Masevaux,Saint-Amarin and Dannemarie between February 11, 1915 and April 10, 1916. End of 1917, he called for the radical-socialist Clemenceau, that he doesn't appreciate but he admires the firmness of character, as chairman of the Board. Its role becomes more discreet, and he complains, in his writings, to be set aside. It retains, however, a certain influence : according to the historian Michel Winock, a form of cohabitation between the two men. In the Face of Germany, which refuses to pay " war reparations ", Raymond Poincaré has recourse to force, by occupying the Ruhr. But his policy of fiscal discipline makes it unpopular, and, in 1924, after the victory of the Cartel des gauches, he must submit his resignation, as the president Millerand. We remind you to the head of the government in 1926, at the magnitude of the financial crisis. He then formed a cabinet of national union, maintaining Briand foreign Affairs, and returning to a policy of financial austerity, the franc Germinal is replaced by the franc Poincaré, a value five times less, devaluation, which merely endorse the real exchange rate. Sick and tired, he resigned and withdrew from the public scene in 1929.
