Ingo Lenßen was born in 1961 in Krefeld, Germany. Lenßen played as a youth ice hockey in the youth team of the Krefeld EVs. He studied law from 1982 to 1986 at the University of Konstanz. After a clerkship in a lawyer's office in Rio de Janeiro in 1988, and his examinations as Assessor in 1989, he studied from 1989 to 1990, European studies at the Europe Institute of the Saarland University in Saarbrücken, Germany.
